Background and Education

Royce grew up in New Orleans and graduated from St. Augustine High School. He went on to earn a degree in communications from Xavier University of Louisiana, then completed his law degree at Howard University. Along the way, he held summer jobs as a busboy and bricklayer’s assistant, which grounded his perspective on hard work and everyday struggles.

Professional Career

He’s an attorney and runs his own law firm, where he focuses on civil litigation. Royce also previously worked as special counsel to the Louisiana Supreme Court and spent time clerking in Washington, D.C. His legal background has helped shape his work in the legislature, especially around justice reform.

Political Career

Royce first stepped into elected office in 2018, winning a special election to represent House District 93. In 2022, he was elected to the State Senate for District 5 and was re-elected without opposition in 2023. Through every role, he’s stayed focused on the people of New Orleans and their real, everyday needs.

Committee Roles and Leadership

In the Senate, he serves on committees like Insurance, Judiciary B, Natural Resources, and Homeland Security. During his time in the House, he also served as vice chair of the House and Governmental Affairs Committee. He’s an active member of the Democratic Caucus, Louisiana Legislative Black Caucus, and the Orleans Delegation.

Legislative Focus

Royce has made his mark by working on issues that affect people directly. He authored the Louisiana Work Opportunity Tax Credit to help formerly incarcerated individuals find jobs and led a law that ensures new mothers are screened for perinatal mood disorders. His work also includes reforming how juveniles are treated in the justice system, advocating for fairer insurance policies, and fighting to lower homeowners’ premiums by supporting stronger building standards.

Personal and Community Life

Royce lives in Central City with his wife, Krystle, and their daughter, Reese. Public service runs deep in his family—his father was a PE teacher for students with disabilities, and his grandparents ran a neighborhood grocery store. He brings those same values of service and community into everything he does, always staying close to the people he serves.
