Gary M. Carter, Jr.

Gary Michael Carter Jr. was born in New Orleans in November 1974 and raised in the Algiers neighborhood, where he still lives today. His roots in the city run deep, and he’s spent much of his life working to improve the lives of those in his community.

Background & Education

Gary is a graduate of Archbishop Shaw High School. He went on to study political science at Xavier University of Louisiana, then earned his law degree from Tulane University Law School. His education gave him the foundation to pursue a career in both law and public service.

Professional Career

Outside of his role in public office, Gary works as a practicing attorney and is a partner at the law firm Kelly Hart & Pitre. His legal background has helped him navigate the complexities of state policy, especially in areas like infrastructure, economic development, and public safety.

Political Career

Gary entered state politics in 2016 when he was elected to represent District 102 in the Louisiana House of Representatives. He stepped into a larger role in June 2021 when he won a special election for the State Senate, taking over the seat previously held by his uncle, Congressman Troy Carter. He was re-elected to that Senate seat in 2023 without opposition.

Committee Roles & Leadership

In the Senate, Gary serves as vice chair of the Transportation, Highways and Public Works Committee. He’s also a member of Judiciary A, Retirement, Senate and Governmental Affairs, Revenue and Fiscal Affairs, and the Joint Legislative Committee on Capital Outlay. In addition, he’s active in several caucuses and delegations, including the Democratic Caucus, the Louisiana Legislative Black Caucus, and the Orleans and Jefferson parish delegations.

Gary has long focused on practical issues that matter to the people in his district. He’s worked to expand access to quality education, create jobs, improve roads and infrastructure, and support safer neighborhoods. From his time in the House to his current role in the Senate, he’s remained committed to delivering meaningful results for his constituents.

Gary lives in Algiers with his wife, Dr. Desiree Morrell, and their three children. A practicing Roman Catholic, he’s grounded in faith, family, and a strong sense of responsibility to the people he serves. His public service is shaped by personal experience, legal expertise, and deep community ties that keep him focused on building a better future for New Orleans and the West Bank.
