The Louisiana Legislative Black Caucus (LLBC) was established in 1977 under the leadership of Avery C. Alexander, Diana E. Bajoie, Sidney Barthelemy, Louis Charbonnet, III, Nick Connor, Joseph A. Delpit, Alphonse Jackson, Johnny Jackson, Jr., Thomas Jasper, and Richard Turnley, Jr. The founding members joined together to raise the quality of life for African Americans, the indigent and working people through legislation, education and economic development.

          The mission of the LLBC is to raise the quality of life for African Americans, the indigent and working people through legislation, education and economic development.

          The number of African American legislators has increased tremendously since the inception of the Louisiana Legislative Black Caucus. This growth is attributed to the LLBC’s legislative skill and wisdom in addition to engaged voters who desire to see elected officials who reflect their communities. Additionally, the LLBC has built stronger coalitions and partnerships with progressive allies who have similar policy goals that have helped to increase the visibility and influence of the LLBC.
